Which is better: lead ads or a landing page?
For most Australian service businesses that close by phone, we start with an instant form on the Higher intent setting, because it removes the slowest step for someone on a phone and still asks them to confirm. For a considered purchase, a high price or anything people compare, we start with a landing page, because the page does the qualifying before you pay someone to make a call.
Neither wins on the metric Ads Manager shows you. An instant form usually reports a lower cost per lead, because Meta prefills contact details and the person never leaves the app. What you are buying is a qualified conversation, so that is the number to compare.
Ecommerce stores are the exception. If you want purchases, run a Sales campaign to a product, collection or landing page. Instant forms suit stores only for list building, such as a launch waitlist or a giveaway.
Instant form vs landing page, side by side
| What matters | Instant form | Landing page |
|---|---|---|
| Effort for the person | Low. Contact details may be prefilled and they stay on Facebook or Instagram | Higher. They load a page and type their details |
| Room to explain | Short intro section, more with Rich creative | As much as the decision needs: proof, pricing, FAQs |
| Qualifying | Custom questions, conditional logic, SMS verification, work email check | Anything you can build, plus the content itself |
| Measurement | Leads sit in Meta until sent to your CRM. Downloads expire after 90 days | Meta pixel and Conversions API, plus your own analytics |
| Who owns the follow-up data | Needs a CRM connection or a regular download | Goes straight to your form tool or CRM |
| Build cost | Minutes in Ads Manager | A page that loads fast on a phone and matches the ad |
| Main risk | People forget they enquired, so slow follow-up wastes the lead | A slow or generic page loses people before they enquire |
If you do not yet have a page worth sending paid traffic to, start with a form and read our guide to cold traffic landing pages before you switch.
When we choose an instant form
- The sale happens in a conversation. Trades, clinics, local services and quotes, where someone on your team calls and qualifies.
- You can respond within business hours. Meta recommends a connected CRM or Leads Centre and running lead ads when your team can answer quickly. If nobody calls for two days, a form is the wrong tool.
- Your audience is mostly on mobile. Prefilled fields matter most on a small screen.
- The offer is simple. A quote, a callback or a guide people already understand from the ad.
- You need to learn fast. A form lets you test an offer before you pay to build a page.
When we choose a landing page
- The price or commitment is high. People want proof and detail before they hand over a phone number, and a custom landing page can carry both.
- Sales keeps hearing the same objections. A page answers them before the call, which is cheaper than answering them on it.
- Leads are costing your team time. A page filters people out, and our lead quality guide shows how to measure that.
- You run Google as well. One page can serve both channels and keep your reporting in one place.
- You want a booking, not a callback. Sending people to a real calendar on your site confirms the time on the spot.
Worked example: why cost per lead misleads
Here is an invented example for a service business spending A$3,000 on each option over the same period. The qualified and won rates are illustrative, so swap in your own.
| A$3,000 spend | Instant form | Landing page |
|---|---|---|
| Cost per lead | A$24 | A$50 |
| Leads | 125 | 60 |
| Qualified | 16% = 20 | 50% = 30 |
| Cost per qualified lead | A$150 | A$100 |
| Won at 20% of qualified | 4 | 6 |
| Cost per customer | A$750 | A$500 |
The form looks twice as good in Ads Manager and is 50% more expensive per customer. It only has to qualify 24% of leads to match the page (30 divided by 125), so a few sharper questions or faster call-backs could reverse the result. That is why we run the numbers instead of following a rule.
Use your own job value to set the ceiling. Our service business lifetime value calculator gives you the most you can pay for a customer.
The Ads Manager settings that change the answer
Choose the Leads objective, then set the conversion location at ad set level.
Conversion location
- Instant forms: the form opens inside Facebook or Instagram.
- Website: people go to your landing page, tracked with the Meta pixel.
- Website and instant forms: Meta sends each person to whichever it predicts they will complete. You can set value rules if one location is worth more, but the only performance goal available is Maximise number of leads. We avoid it while testing, because it hides the comparison you are trying to make.
Form type
- More volume is the default and is built for quick submission on mobile. Use it for low-stakes offers.
- Higher intent adds inline context that you may follow up, plus a review screen to confirm details. It only delivers to Facebook Feed and Instagram feed on mobile, so it reaches fewer placements.
- Rich creative lets you add images, brand colours and more text, and needs an intro section. We use it when people need more context but a page is not ready.
Performance goal
Maximise number of leads finds people likely to submit. Maximise number of qualified leads finds people likely to convert after submitting, and works with both instant forms and website forms. Since April 2026 new campaigns need a Conversions API integration to select it, and Meta began applying that to existing campaigns in August 2026. Our Meta offline conversion tracking guide shows how to send those outcomes back without a developer.
Meta reports 21% lower cost per quality lead for instant forms using this setup, and 9.5% lower for website forms, compared with Maximise number of leads. Treat that as a reason to test it on your own account.
Quality filters
Instant forms built in Ads Manager can use custom questions, conditional logic, SMS verification and work email validation. Forms made in Meta Business Suite only collect simple contact details, so build yours in Ads Manager.
Where click-to-message ads fit
Meta counts ads that click to message as a third kind of lead ad. They send people into Messenger, Instagram or WhatsApp instead of a form or page. We use them when the question needs a back-and-forth, such as a quote that depends on details, and when someone on your team can reply quickly in business hours.
If you already run forms, you can also start a Messenger, Instagram or WhatsApp conversation automatically after someone submits, which keeps the form's low friction and adds a live channel. An unanswered chat costs you the lead, so only choose this if the inbox has an owner.
How to test a form against a page
- Write down what qualified means before you start, in words your sales team can apply.
- Run one A/B test with the same audience, creative and budget on each side, so the two versions do not compete in the auction.
- Budget for learning. Meta looks for about 50 results a week. At A$24 a lead that is A$1,200 a week per ad set, and at A$50 it is A$2,500. If you cannot fund that, expect Learning limited and read the result with more care.
- Test the form before launch. Our guide to the Lead Ads Testing Tool shows how to send a test lead through to your CRM.
- Compare the same weeks. Group leads by the week they arrived and let each group reach the sale stage before you judge it. Fresh leads have not had time to close, so comparing them with last month's jobs makes the newer side look worse.
- Decide on cost per qualified lead, then cost per customer once you have enough wins.
If you would rather hand the test and the follow-up tracking to us, we can run both.
What Australian businesses need to get right
A form submission gets you an enquiry, and it is not automatic permission to market. Under the Spam Act 2003, you need consent before sending marketing emails or messages, your message must identify you and include contact details, and it must make unsubscribing easy. ACMA says filling in a form or ticking a box can be express consent, and that it is up to you to prove it, so keep a record of who consented, when and how.
In practice, for either option:
- Say what happens next and why you are collecting the details. Meta recommends this notice in the Questions section of an instant form, and asks you to message people only for the purpose you collected their details.
- Link a privacy policy from a web page. Meta does not allow a link straight to a PDF, image or direct download.
- If you want to market to leads later, add a clear opt-in rather than relying on the enquiry.
- Move leads out of Meta quickly. Downloads are only available for 90 days, so connect your CRM. Our lead form follow-up process maps the handoff.
Mistakes that make the comparison useless
- Judging on cost per lead. See the worked example above.
- Slow follow-up on forms. You are then measuring your response time, not the form.
- Sending form leads to a spreadsheet nobody opens. Connect a CRM or use Leads Centre.
- Asking only for contact details on a high-value offer. Add one or two questions that change what your team does next.
- Testing a weak page. If the page does not match the ad, you have tested the page, not the format.
- Counting duplicates and test leads. Clean both sides before you compare.
Questions we get about lead ads and landing pages
Are Facebook lead ads effective?
Yes, when someone can follow up quickly and the offer is easy to understand. They produce cheap enquiries, so judge them on qualified leads and customers rather than cost per lead.
Do lead ads need a website?
You do not need a landing page, because the form sits inside Facebook or Instagram. You do need a privacy policy on a web page to link from the form, and it cannot be a direct link to a PDF or image.
Why are my instant form leads low quality?
Usually the form is too easy for people who are only mildly interested, or the follow-up is slow. Switch to Higher intent, add a qualifying question, turn on SMS verification, and call back within business hours.
Can I use both a lead form and a landing page in one campaign?
Yes. Choose Website and instant forms as the conversion location and Meta sends each person to whichever it predicts they will complete. It only supports Maximise number of leads, so choose one location if you want the qualified leads goal.
How long does Meta keep my leads?
Leads can be downloaded for up to 90 days after submission. Your results columns will still show the older leads, so a download can show fewer than Ads Manager reports. Connect a CRM so you never rely on the download.
Should an ecommerce store use lead ads?
Only for list building such as a launch waitlist or giveaway. To sell, run a Sales campaign to a product, collection or landing page, because the purchase is the outcome you want Meta to optimise for.
